BIOGRAPHY
[BO:Babson pg 118:BO]
According to a tradition in the family, Francis fled from England
with his father, at the restoration of Charles II, on account of the
trouble in which the father feared they might be involved for the part
he had taken in the civil wars of that period. The son came to New
England, and is said to have kept a tavern in Lynn. He came to
Gloucester about 1663, and settled at Goose Cove; at which place, by
grants from the town and by purchases, he became possessed of
considerable land.
Lived: @1635 Gloucester, Gloucestershire, England; 1663 Gloucester, MA
@1657: Left England with his father
1664: Granted 6 acres at Goose Cove
1706: 1/3 Will at Gloucester

Note
Further on, on the enclosed water known as Goose Cove, were the families of Thomas Riggs, town clerk and school-master, FrancisNorwood and John Hammons. Continuing to Lobster Cove were the families of Edward Harraden and Henry Witham who occupiedseveral acres extending from the head of the cove to Ipswich bay then called Planter's Neck. Continuing, the traveller wended hisway through an unbroken forest at what is now Pigeon Cove and Rockport, the first settler in that vicinity, Richard Tarr, makinginroads in the forest primeval on the south side of Davison's Run about 1690, followed by John Pool about 1700 who settled near Tarr. The circuit of the cape was made until "Farms" in ward 2 were reached. Here were located with their families John Rowe, JamesBabson, and on Eastern Point were located Abraham Robinson and Robert Elwell.

Two hundred and thirty-four years ago, in 1690, one Richard Tarr, with his wife and two children, left Marblehead and went to Sandy Bay to make his home. Sandy Bay was at the very tip of Cape Ann, and together with Pigeon Cove was part of the town of Gloucester.
A good many fish have come out of the sea since Richard Tarr thus changed his place of abode, and a great many changes have taken place. Richard Tarr has long since passed on to join his fathers. His log cabin has disappeared and nothing remains to mark the spot where once it stood. Even the name of the place yielded to change nearly a century ago, and the Sandy Bay which he knew has long been known as Rockport.
What reason lay behind the coming of Richard Tarr to Sandy Bay history does not relate. The glorious prospect of ocean and country, of rocks and beaches, of coves and islands, may have appealed to him as it does to all who know the Rockport of today. Or perhaps he wanted merely to live alone. If so, his wish was granted, for not until ten years later did the Tarr family have a neighbor nearer than Gloucester.
The only visitors at Sandy Bay in those early days were fishermen from near-by ports who plied their vocation during the summer months, making their headquarters in the various coves.
In the year 1700 John Pool moved from Beverly and became a neighbor to Richard Tarr, bringing with him his wife Sarah and their five children.
